P-H-M School Corp removes substitute teacher, seen on NBC's 'To Catch a Predator'

A substitute teacher from the Penn-Harris-Madison School Corporation was fired on Friday after the school learned of him being arrested for soliciting sex from a minor.

According to our reporting partners at The Elkhart truth, the male substitute was arrested in Texas for soliciting sex from a minor several years ago.

An Argos man informed the Plymouth schools that the substitute teacher had appeared on the NBC’s "Dateline: To Catch a Predator."

A press release from P-H-M schools said a Google search showed the charges were "dropped due to a technicality" and was not prosecuted.

The arrest was not seen during the background check.

Carrie Swing wasn’t alarmed when her fifth-grade daughter, Ivy, spent a day in a first-grade classroom at her San Francisco school, filling out worksheets and helping younger students read because no substitute could be found for her absent teacher.
But when it happened the next four days too, Swing became so concerned that she considered quitting her public relations job to home-school her daughter.
“The situation was really awful,” Swing said. “The kids had a sense of, ‘Nobody’s in charge here,’ and I think that was really hard on them.”
Although Ivy’s school represents an extreme example, districts throughout the country have reported struggles finding substitute teachers. School officials say the shortage worsened as the unemployment rate improved, and job seekers who might have settled for a part-time job such as substitute teaching are now insisting on full-time positions with better pay and benefits.
Locally, some school districts have raised substitute teacher pay to try to help ease the problem. Elkhart Community Schools, which for years has paid the district’s retired teachers $100 per day to substitute, began offering the same rate for retired teachers from elsewhere.
Tressa Decker, principal of Horizon Elementary School in Granger, said the substitute shortage at her school was so severe that she even recruited her mother, a retired high school English teacher, to teach first grade.
“The 5-year-olds told her what to do, and she did great,” Decker said.
The Penn-Harris-Madison school board recently increased substitute teacher pay from $65 to $70 per day, and also added various incentives. South Bend Community School Corp. pays between $59 and $100 per day, a rate that’s based on each sub’s educational and professional background while School City of Mishawaka pays subs $70 per day.

Geoffrey Smith founded the Substitute Teaching Institute at Utah State, which in 2008 spun off into an online training program for substitutes. He said he’s unaware of any national statistics about unfilled substitute teaching posts, although an unscientific survey conducted by his organization last year found 48 percent of districts responding reported severe or somewhat severe shortage of substitute teachers.
In Washington state, a preliminary survey late last year by the Office of the State Actuary found 84 of 94 school districts that responded had trouble finding substitutes.
In West Virginia, lawmakers voted in 2013 to require central office administrators to fill in for absent teachers three days a year because of a shortage.
Gary Zgunda, director for human resources and student services at Hamilton Southeastern Schools in Fishers, Ind., 15 miles northeast of Indianapolis, said the school district this year is able to fill about 93 percent of its openings, down from 97 percent last year.
A frequent source of substitutes has been education majors looking for experience. But officials say fewer college students are choosing teaching as a career path, in part because of recent layoffs and concerns about new education standards, including efforts in some states to link teacher evaluations with student test scores.
“There have been so many stories about the quality of public education that many of us have conjectured that really impacted both students and their parents to say, ‘Why would I go into education and face all of that?’” said Jill Shedd, assistant dean for teacher education at Indiana University.
Because of the shortage, many schools find alternatives. In middle schools and high schools, teachers often are paid extra to forego preparation time to fill in for absent teachers.

But Smith said increased pay alone usually doesn’t attract more qualified substitutes. They also want better training.
“Standing in front of a classroom without any training is kind of scary to them,” Smith said. “So it’s raising the pay with training that tends to help alleviate the shortage.”
Those willing to substitute can be selective. Jodi Smith, who lives in the Indianapolis suburb of Fishers, has a master’s degree in international affairs and knows she could earn more money elsewhere. But she works as a substitute teacher about three to four days a week, mostly to keep the same schedule as her children, who are in fifth and eighth grades.
“I get to drive them to and from school,” she said. “I get to know the teachers in the building and the kids and then I have a little bit more information on what’s going on.”
The alternatives to substitutes all have drawbacks, officials say. Dividing classes into other rooms make it more difficult for teachers to be effective, and not all classes learn at the same pace. Using other school staff also causes problems, detracting from administrative duties. ... 79851.html

Anybody surprised? Why would anyone want to even teach school today. let along be a substitute? Our educational system is such a failure because of the lack of discipline. Teachers are routinely assaulted and cussed out. Back in the day you could drag a recalcitrant kid out of class, give him a couple of swats with a paddle and problem solved. With today's mamby-pamby parents and school boards this is all gone. Is it any wonder resposnible parents ae trying their best to get vouchers to send their kids to private schools where chaos doesn't rule.

Assuming a seven hour day, the $70 pervdaybrate is $10 an hour. If flipping a burger at a fast food joint is alleged to be worth $15 an hour,I'm not getting out of my easy chair for less than $50 an hour to put up with the BS of the South Bend schools.

I have been subbing for over 15 years and you no longer 'teach', you babysit disrespectful kids and put up with obnoxious parents. I refuse to sub at more than three schools in the SBCSC now. There is NO discipline and no one in Administration will back up the Teacher. The kids are getting sadder and are so low that 10 years ago they would have been in special ed.

The Penn-Harris-Madison School Corp. board of trustees took another shot at addressing its substitute teacher shortage Monday night, boosting pay for the second time this year.
The board unanimously approved an administration proposal to raise substitute teacher pay from $70 to $75 per day, after raising it from $65 to $70 a day in January. It also will restructure a new bonus program to encourage substitute teachers to work more often.
Michael Lureman, director of human resources, said even after the January increase, the corporation continued to feel the effects of the national substitute teacher shortage. It’s being caused by an improving job market, increased professional development requirements and limitations on how many hours subs can work under health care reform, he said.
The corporation last fall put together a committee to study the problem, and the January pay hike was conceived, along with a bonus program to pay subs $70 for every 10 days of work, another $70 for working more than 50 days, and a $50 bonus for employees who refer subs that teach at least 10 days.
Lureman estimates the move to $75 will cost the corporation at least $45,000 more a year, money that will come from the General Fund.
He said he doesn’t expect the loyalty incentive to cost much more money, but the restructuring will make it easier for subs, who complained about having to fill out paperwork to track their days.
Under the new incentive, they can earn a $500 bonus at the end of the semester if they worked at least 50 days, and $250 for working at least 25 days, with no paperwork required.
After the January increase, about 25 more subs signed up, Lureman said. He said 92 subs earned at least one $70 bonus, and 62 subs, or about 70 percent, earned all five $70 bonuses, plus the year-end $70 bonus. Ten employees earned referral bonuses.
School City of Mishawaka pays subs $70 a day. South Bend Community School Corp. pays between $59 and $100 per day, a rate that's based on each sub's educational and professional background.
In response to a question from board Vice President Larry Beehler, Lureman said he’s heard of no other area school corporations taking such measures to address the shortage.
Board member Jaye Galloway praised the effort.
“I really like that our administration is thinking outside the box to think of ways we can be as competitive as we can in finding the best people out there to come into our district and be with our students,” she said. “We need high-quality substitute teachers.”
Associate Superintendent Denise Seger said she thinks the added costs will be money well spent.
“At peak times of the year, especially during the winter, with illnesses and professional development, it should help,” Seger said. “In the General Fund, 87 to 90 percent of the budget are people costs. This just targets the area of where we need employees.” ... 10c61.html

Slight pay bump for Goshen substitute teachers

The Goshen School Board has approved a small pay increase for substitute teachers.

That's according to our reporting partners at the Goshen News.

Most of the increases are by five dollars a day, meaning regular substitutes will get $90, up from $85.

Retired teachers will get a slightly bigger pay bump with making 110 dollars a day, up from 100.

The hope is that the changes will attract more substitutes as the school corporation is in short supply. ... 07745.html
