The city opened its new, four-lane road linking Fir Road and Capital Avenue on Thursday, dubbing it “Beacon Parkway” to pay homage to the first commercial development to crop up in the grassy fields here.
Beacon Health System will soon announce plans for a health and fitness and wellness campus on 50 acres it owns along the south edge of the road.
“It won’t be so many weeks, and we’ll be back here,” Beacon’s CEO, Phil Newbold, said about the coming announcement at Thursday’s opening ceremony.
The city built the road, using $3.5 million that was covered by tax incremental financing, to attract new commercial development to these 250 acres and to serve as a northside gateway, replete with a stone-and-metal “Welcome to the City of Mishawaka” sign at Capital, within sight of the Indiana Toll Road exit.
There has been speculation in recent months about a new Memorial Health & Lifestyle Center coming to the road. Beacon owns Memorial Hospital and its Health & Lifestyle Center.
While Newbold wouldn’t describe it too specifically, he said the new campus would include an array of health-related services. He said it’s part of Beacon’s growth into more outpatient and ambulatory services, focused on keeping people healthy and living in their homes rather than in the hospital.
The location is ideal, Newbold said, because it offers quick access to via major roadways and it’s on green space where “you can design it as you want.”
He believes Beacon Parkway will attract other medical services, too.
Mayor Dave Wood said the city has been talking with at least two parties who’ve shown some real interest in bringing corporate or commercial development that would be “similar in character” to Beacon’s campus. Future development also could include some mixed use, like a place to eat, he and Newbold said.
What you won’t see along Beacon Parkway, Wood said, is industrial development because the land values are higher than industry want to spend.
The 4,000-foot road has park-like feel with ornamental LED street lights and newly planted trees. The city also plans to add a multi-use trail along the southern side of the road, also to be built with TIF dollars. The city hopes to build the trail this year, but it first needs to work through some easement issues, said City Engineer Gary West.

Mishawaka - spends TIF money on a palatial parkway road, lots of development planned...

South Bend - spends TIF money on Ignition Park and other developmental areas... What development is planned?
