The Senate approved 29 to 21 a bill prohibiting Hoosiers from sending or reading a text or electronic message while driving.

“People who are texting engage in what is considered to be complex thought and action,” said Sen. Travis Holdman, R-Markle, who authored SB18. “It is unlike drinking a Coke, adjusting the radio, changing a CD because it requires thought and manual dexterity at the same time.”

Holdman said texting while driving multiplies risk of crash 23 times. The bill contains exceptions for emergency personnel working on job-related communications devices.

Several opponents argued that the law already prohibits texting while driving when it says that you are not allowed to drive recklessly.

Sen. Brent Steele questioned how police would know if a driver was sending a text or dialing a phone number.

“We pass laws out of this place that cannot be enforced,” said Steele, R-Bedford.
Holdman said police would identify violators the same way they monitor people suspected of drunk driving — by watching to see if they were weaving or driving erratically before pulling them over.

A similar bill passed the House 85-13.

Great ideology, but let's face it, another unenforceable law. Way to much fuzzy.
