That couldn't be any further from the truth like most of what you post, just wanted to see if you would come up with your normal BS answers still. I did notice you never responded with anything to debunk the double billing after I posted 2 bills provided by the cities legal dept. Hahaha the truth will prevail soon. KD is dating JT, another city employee (they live 2 blocks from each other). JT and KC-F, who work together on a daily basis, happen to be friends. Nothing to see here, Bug. Your "informant" wasted a stamp.

A sewer contractor is under investigation for double billing property owners and the City of South Bend for the same projects in 2012 and 2013.
South Bend, Ind. A sewer contractor is under investigation for double billing property owners and the City of South Bend for the same projects in 2012 and 2013.

Allegations of double billing were first brought to the South Bend Common Council in May of 2013. But two years later, the contractor remains on the list of approved bidders for city projects.


Because no criminal charges have been filed, NewCenter16 is not naming the contractor at this time.

Receipts from the city's sewer insurance project dating from November 2012 through April 2013 show identical bills being sent to both the property owners and the City of South Bend for the same work.

The bills are handwritten and resulted in more than $57,000 in payments from the City.

The contractor at the center of the case did not return a request for comment. It's unclear whether the double billing was intentional or whether either party has been reimbursed for the payment.

The concerns resurfaced last week during a South Bend Common Council committee discussion about proposed changes to the sewer insurance program.

That's when Public Works Director Eric Horvath confirmed that the double billing took place in 2013. But without formal charges, that company remains on the list of approved contractors that can be awarded future sewer insurance work.

"I'm just shocked that someone that's under investigation is still able to bid," said At-Large Common Council Member Derek Dieter. "You know, I would expect that something would have been said until we can clear this up, but they're still bidding which is shocking."

Speaking on behalf of the City, Brian Pawlowski, Deputy Chief of Staff in the Office of the Mayor, said the case has led to a comprehensive evaluation of that contractor list.

"The process and the criteria for how contractors would go on and off the list of that nature is currently under review with the city," Pawlowski told NewsCenter16.

But Council Members like Dieter and 6th District Councilman Oliver Davis say action needs to be taken while the investigation into the contractor is still pending.

"People who do business like this with the city who have double billed us should not be able to do business with the city again," Davis said. "Tax payers deserve more."


The matter was initially referred to Indiana State Police, but the investigation has since been transferred to the Federal Bureau of Investigations. There's no word yet on the progress of that investigation or the possibility of any criminal charges in this case.

Dieter said the matter will be discussed at the committee level when the Council reconvenes next month.

"I don't know if we have to have resolution in order to say 'Hey, if someone is under investigation, business should be suspended with them until we find out what's going on.'" he said.

At this point, it's also unclear how the investigation could affect the discussion surrounding changes to the city's sewer insurance program.

"It's going to be something that has to play out and the timeline is really unknown at this point," Pawlowski said.

A company double bills, still works for the City. A person running for a council seat owes thousands in back taxes still gets to run. What's Up! Only in South Bend, IN. :think:
