Council member, SBPD sound off on police diversity gap

A back-and-forth regarding the South Bend Police Department's minority representation heated up Wednesday.

Councilman Henry Davis, Jr., sent out a news release Tuesday, stating, "It has become increasingly apparent that the City of South Bend needs to change their hiring practices," adding the police department boasts a "10% minority representation."

Davis, Jr., called for change: "It is clear we need a profound change in recruitment policies and practices."

"The numbers don't suggest we're doing anything to make up for lack of diversity within the department," he told WSBT on Wednesday.

A public response came a few hours later, from police division chief Scott Ruszkowski.

He writes to Davis, Jr.:
"What have you done [ever] to promote or have input concerning a "minority recruitment program"?

How many minority, or how many recruits of ANY race/ethnicity/gender have you brought to the police recruitment process this past year?
Answer: ZERO. Not one!!"

The last line of Ruszkowski's email reads, "If you are not part of the solution, you are part of the problem."

Ruszkowski was not available for an on-camera interview Wednesday, but reaffirmed his sentiments over the phone.

But Davis, Jr., says it's not his job to deal with police recruitment, pointing out that SBPD has its own recruitment department.

"I don't think there's a matter of what I am or am not doing - it's what needs to be done," he says.

Sgt. Dan Demler, president of the local Fraternal Order of Police, says the department recognizes the racial diversity gap.

"We want diversity," Demler says.

Which is why, in January, the city still begin offering cash incentives for police officers who bring in candidates.

"If a current officer recruits someone in, if they can make it through the process and become a sworn South Bend police officer, that officer will get a stipend at that time," Demler explains.

Demler adds the Common Council backed this program, passing it 8 to 1 in October. The only council member to vote against it was Davis, Jr. ... p/29949596

I get really tired of hearing this crap. EVERYONE knows that every civilian corporation, Police Department, Fire Department, FBI, CIA, etc. etc. etc. would be ecstatic for some qualified minority applicant to walk in the door and say I want a job. The problem is there are not enough QUALIFIED minority applicants and we ALL know it. Soee the answer becomes, lets lower standards! That is not the answer and WE all know that also! So what happens is all those entities fight for the limited Qualified individuals. Now the real solution is for people like Henry Davis, race baiters like Sharpton and Jackson and ALL Minority leaders to police their own. But alas, NO THAT IS NOT GOING TO HAPPEN! They would rather not acccept any personal responsibility and just continue to play the blame (race) game! Racism will NEVER be defeated as long as the minorities DEMAND to be treated differently. The numbers of minority children born out of wedlock, the numbers of single parent family homes the lack of roll models and society ACCEPTING different substandard behavior is the problem. As for Henry Davis, you cannot blame the the South Bend Police Department for it's diversity gap. For several decades this same South Bend Police Department has installed minority officers in the hiring / recruiting process, promoted them to RANK, given them specially outfitted squad cars to show recruits what they can have and in general BENT OVER BACKWARDS to hire ANY minority. It is time for the Henry Davis's of the world to Man UP. You go to your own community and tell the future recruits to stay off drugs, stay out of gangs, live a SOMEWHAT moral life and the world will beat down there door. Not in a raid but in an attempt to HIRE THEM. :naughty:

Guys like Henry, Al, and their ilk disrespect the police so much very few minorities want to be cops.

Both Dunk and BD hit it right on the head. Why become a police officer when you will constantly be denigrated. I think Davis is a nutjob and attention grabber. He was probably taken aback that Scott stood up to him in such a public and vocal manner. Great job by Scott for his reply.
